Export Credit Insurance

Eximgarant of Belarus offers an unprecedented insurance product – export risks insurance with State support, which includes specific legally-based financial mechanisms facilitating foreign trade activities.

Insurance of the non-repayment risk under export credit granted to a resident for investment purposes

Eximgarant of Belarus provides insurance against the risk of non-return (non-repayment) and/or any delay in return (repayment) of export credit granted to residents of the Republic of Belarus for making investments in the territory of foreign States related to the establishment of commercial organization.

The insurance covers losses resulting from the borrower's (investor's) default on the obligations under the credit contract with regard to the repayment of the credit (the principal amount of liabilities) within the time pursuant to the credit contract due to the borrower's (investor's) vulnerable economic standing or insolvency.

When an insurance contract is concluded, credit resources for investment in the territory of foreign States are available in euro and in US dollars at commercial interest reference rates (CIRRs), or in Russian roubles – at the refinancing rate of the Central Bank of the RF, losses suffered by banks being compensated from the republican budget. The insurance contract will allow you to avoid any risks when financing the investment expansion of Belarusian capital abroad, thus strengthening our country's export potential.

The procedure of interaction:

Insurance against the risk of non-repayment of export credit granted for investment
  1. Setting up a joint venture, creating an assembly line, the subject of a commodity-producing network abroad, etc., previously agreed upon with Eximgarant of Belarus;
  2. Credit contract;
  3. Insurance contract;

    In case the credit is not repaid:
  4. Payment of the insurance compensation to the bank, transfer of the right of claim to Eximgarant of Belarus;
  5. Raising claims against the investor.

The list of documents required for the conclusion of an insurance contract:

  • Application for the conclusion of an insurance contract;
  • The Charter, the constituent documents, the certificate of registry, the card containing specimen signatures and imprint stamp of the insurant – provided that it is the first insurance contract concluded with this insurant;
  • The Charter, the constituent documents, the certificate of registry, the card containing specimen signatures and imprint stamp of the borrower;
  • Credit contract with all the relevant documents attached, including the following:
  • The borrower's financial documents and statements of accounts for the last reporting year and as of the last reporting date, other evidence of the borrower's credit worthiness;
  • Documents serving as a collateral for the credit contract: pledge agreements and guarantees, if any;
  • Business plan of the investment project, approved in accordance with the established procedure and examined by experts;
  • The appropriate authorizations of the administrative bodies and the organs of state administration in the recipient country;
  • Other documents relevant to the investments made.
  • The insurer has the right to request from the insurant other documents essential for the evaluation of the degree of risk and for making a decision on the conclusion of an insurance contract.
